A028 OBD1 ADS file

I went to download the ADS file for my '86 C4 and the link (A028) is not active. There are several other links like that (A023, A051), where you don't get a prompt to download the link. What is up with that? Should I be using another ADS file?

If there is not a link then there is no .ads and the details are there just for information.
